WIND TURBINE GENERATOR WINS COUNCIL APPROVAL. WIND SMART, LLC SELECTED AS CONTRACTOR OF CHOICE. On March 10, 2008, The Portsmouth Town Council approved the awarding of a contract of up to $3 Million and an
Operation and Maintenance Contract for $25,000 per year (in 2008 Dollars adjusted annually with the Consumer Price Index) for the
post-warranty years
(years 6 and beyond) to Wind Smart, LLC. The vote was 5 in favor (Canario, Seveney, Little, Katzman and West)
and 2 opposed (Gleason and McIntire). The technical ranking of the four
bidders in response to the Town's Request for Proposals (RFP) was (1) LUMUS, Inc., (2) Conti, Inc.,
(3) Wind Smart, LLC. and (4) Theilsch, Inc. The three technical finalists were (1) Lumus, (2) Conti and (3) Wind Smart. The cost proposals were
then opened in that order. Both Lumus and Conti came in at greater than $4 Million and were considered non-responsive to the Town's
RFP specification of $3 Million. Wind Smart's cost came in at $2,915,000 for a 1.5 mW turbine with a 65 meter tower. Due to FAA restrictions
at the Middle School site because of proximity to Newport State Airport, the alternative Hgh School site was chosen.
The final contract will now be drawn up. Hurdles to be navigated before contract award is receipt of the actual FAA permit
and historical concurrence since the turbine site is on the edge of the Ft. Butts
Historical Perimeter.
